Advisory board: Roberto Carneiro
As chemical engineer and human relations specialist, Roberto Carneiro served as State Secretary of Education of his country (1980-19819, State Secretary for Local and Regional Administration (1981-1983), and Minister of Education (1987-1991). He has been a consultant of the World Bank, the OECD, UNESCO, and the Council of Europe. He was also part of the International Commission of Education for the XXI Century (Delors Commission). Currently, he is Associate Professor and Dean of the Institute for Distance Learning of the Universidade Católica de Portugal.

Judy Whittaker is the Senior Consultant for the Chartered Institute of Personnel and Development, specialising in developing international membership and qualifications for the Institute. Judy worked as the Director (Membership and Education) of the Chartered Institute of Personnel and Development up until September, 2005.
